During : During a migraine the muscles of the neck tighten up and in addition a phenomenon called allodynia occurs. Allodynia makes you perceive normal sensations as being painful. These two things can cause discomfort that outlasts the actual headache. When the muscles at the base of the skull tighten up they pull slightly on the scalp. The tenderness that occurs is usually exactly where you feel it on your head. There are now some effective treatments that can relieve a migraine or reduce the severity and some treatments that can reduce the number of migraines you are getting. You should ask your doctor about these.

Seek out MD: Either a headache md or a specialized neuromuscularly trained dentist could be of assistance. This sounds like a muscularly mediated migraine, and thus a properly trained dentist could be a resource (if you can find one).
