Inflammation of skin: Rash or dermatitis is inflammation of the skin causing redness and sometimes swelling, itching. There are many causes of lip rash such as licker's lips (caused by constantly licking), irritant dermatitis, perioral derm, seborrheic derm, perleche. Contact derm, angular chelitis, actinic chelitis, eczema or atopic derm.
