Unclear question: Is the white bump on the tooth or on the gum next to the new tooth? If latter, may be a second tooth working its way out. Treat baby for teething symptoms. If bump is on tooth, see pediatrician or dentist for evaluation.

Exam for reassurance: Probably just the normal eruption process, and the top layer of tissue turning white from the pressure of the tooth pushing through. Get a dental exam for reassurance of what it is.

Probably OK: You didn't specify if white bump is on the gums or on the tooth. In either case your child is telling you that it's time for his/her 1st dental examination.
