COPD: Yes. COPD can result from second hand smoke exposure in nonsmokers, occupational exposures, and genetic abnormalities as well.

COPD w/o smoking.: There are conditions that can cause chronic lung disease in the absence of smoking. There are genetic lung conditions as well as occupational/environmental exposures.
