What causes sudden palpations/rapid pulse, pain in chest, neck and jaw, seeing phosphenes? been ocuring since i was 13, mostly passes when lying down

Hypotension: You may have decreased cerebral perfusion when these events occur and lying down increases cerebral perfusion and they resolve. Question is, what is the cause. Certainly an arrthymia could cause such a thing. I would recommend a cardiology appointment to discuss echo and perhaps holter monitor. I doubt panic attack, you would have found this by now. Seeing light when eyes closed tight/open.

Phosphenes: Very interesting syndrome. Perhaps you are having a variant of migraine somewhat similar to the acephalgic migraine. You could be having spasm of a coronary artery with all these things subsequent... Certainly sounds worth investigating with your doctors.
