Been told by surgeon that shoulder cannot get fixed and will lose function of arm due to pacemaker moving and where its placed at moment. what do i do?

Second opinion: See a shoulder specialist for a second opinion. If a procedure is done arthroscopically, it should not be an issue. Pacemakers should not move. You cannot get a MRI which could help with diagnosis, but a ct arthrogram can be of help in diagnosing your problem.
