He is...: ...At roughly the 10th percentile, which is normal if that's where he's been. If he was 50th percentile at 15months and 75th percentile at 12 months, he is not growing properly. If he has been 10th percentile all along, he's fine. It doesn't matter what percentile he's in, it matters how he's been growing.
