Survival rate for patients with 17% heart function with only one artery open?

CAD: In general an ejection fraction of 17% due to multivessel coronary artery disease, and with just one patent artery would have a mortality rate of perhaps 10%/year. Making predictions for an individual is however fraught with variables and these 'survival rates' are only very coarse estimates.

Serious: This is a serious conditon that requires attention of a cardiologist. Prognosis without good treatment is poor: 50% survival at 2 years. A careful evaluation for hibernating heart muscle, consideration of revascularization, resynchronization if appropriate, and an implantable defibrillator can all improve the outlook. Some medications are helpful too.
