Could someone have testicular torsion and eject?

Testicular torsion: Testicular torsion is a surgical emergency. There are only about 4 hours following torsion to "untwist" the testicle and secure it surgically. If this was done and your testicle is still normal size, it should not effect fertility and certainly would not effect ejaculation.

Means ejaculate?: Do you mean ejaculate or really eject? Testicular torsion affects the sperm production due to resultant tissue injury by ischemia and possible necrosis, but exerts no impact to the amount of ejaculation.
