Depends on location: It is possible that it is a mucocele that has ruptured and is healing. Most mucoceles remain as bumps or clear vesicles. The asymptomatic white area is of concern.. For your peace of mind it is worth seeing a dentist or oral surgeon to liook at it and perhaps biopsy it.

Inadequate info: This is not enough information to even guess at an answer. Without being able to physically examine your blister, giving an accurate answer on this forum is impossible anyway. Go see a dentist if the blister is in your mouth, or a physicoan if elsewhere, and get it checked.
