Depends : Depends on the type of retainer and what you mean by " measure". A bonded wire retainer is directly bonded to the tongue-side of your front teeth. A removable retainer (either all plastic or combo of plastic and wire) requires the dentist to take an accurate mold of your teeth, for it to be constructed.

Why Needed: 1) a retainer is an appliance provided by the treating dentist after orthodontic treatment to assist in stabilizing the position where the teeth were placed. 2) if you need an appliance to move your teeth into a new position, then you may need a functional orthopedic appliance specially made for you by a treating dentist.

A custom fit: Retainers are custom made usually from a model of your teeth. That mold can be from a dental impression or from a device that takes 3d pictures to construct a model.
