Fluid: Your mother may have congestive heart failure but other problems are also possible. Best to talk to her dr. And ask what the cause of her problem is.

Could be: Could also be due to kidney problems, blood protein balance problems, autoimmune or pulmonary issues. Need more information to say for sure. It is common in us for heart to be cause, but not only cause.
