Yes it does: Any infection or chronic inlammation will make the ESR rise. It is very common to see high ESR if you have active tb. But it is not diagnostic of TB as there are many other conditions like chronic arthritis or even some cancers which can increase the esr. So you need a good check up to find the cause.
