Skin sticking: I suspect that you have not been shown how to retract the skin on the shaft properly every now and then and clean that area. The skin then tends to stick and the secretions by the glans then irritate because they get trapped under that skin that is sticking to the glans. You may even have to be a little forceful to clean out that trapped smegma to get it to heal correctly and avoid recurrent probs.

??Diaper Rash??: It's very likely it's a type of diaper rash (skin yeast infection). Keep it clean and dry as best you can, but it's best to let the pediatrician see what's going on.
