Blood Flow: The lower leg is referred to as the 2nd heart of the body. Without good blood supply in the lower leg, the feet suffer and respond. Get a cardiologist to check the heart and lower leg valves.

Many possibilities: Itching can result do to many reasons. It could be an allergic reaction or a fungal infection. Have it evaluated by a professional.
