Beta blockers: Beta blockers will definitely lower the peak heart rate you'll be able to reach. On the other hand your muscles will still get benefit even if you don't reach 'target heart rate'. No one has really studied how much it will limit your peak exercise(that I am aware of) you can condition to, but you'll still get significant benefit from the exercise if you go to where you feel muscle fatigue.
