Doubt it: If the angulation of the penis is severe, it could represent peyronie's disease. While it appeared after a lap inguinal hernia repair, the problem is in the shaft of the penis. I don't think the repair is causative. I would see a urologist to find out more. One testis hanging higher is normal.
