I : I dont think there is a relationship between cell phone and your symptom. Ultrasound evaluation of the area in question is helpfull. Please have your primary health care provider evaluate the area and if there is any concern obtain an us.

Probably unrelated: Sounds like it could be more if a vascular problem, something medically known as a "thrill". I have myself felt this sensation in my lower leg at times in the past, with no problems arising, and no formal explanation. May also be related to the sensory nerves misperceiving some other input. In any case, see your primary care for an exam at least. If normal, probably ok to observe.
