Surgery: A lip laceration should be repaired within a couple hours of the injury. Usually, local anesthesia and repair in the office or emergency room is all that is required.

Split lip: A split lip needs to be repaired by a doctor, particularly if it is deep enough to be into the muscle of the lip. This is done with sutures that can be dissolvable in most cases. A surface abrasion will heal on its own and can be treated with antibiotic ointment.

Compress w : Peroxide gauze till bleeding stops then ice. Then keep lips well- lubricated w Bacitracin or neosporin lip repair or whatever (as long as there's no camphor, phenol, or menthol) & avoid yawning or wide mouth openning till healed. If deep, suturing w gut suture is a way to speed healing.

Repair and/or heal: A superficial splitlipsuxh as occurs with chapped lips will heal uneventfully with minimal healing, deeper woulda may heal with disfigurement and a visible scar across the "lipstick" vermillion border or misalignment if not surgically repaired.
