Yes: Depends if you have allergies, you can develop eczema. You can also have eczema from a contact allergy. Best is to get tested to determine the source of your problems, consult an allergist.

Adult onset, yes ...: Eczema is a condition of red itchy skin. It is probably an inherited deficiency in Fillagrin which leads to impaired barrier function (a longstanding tendency to dry skin) and increased sensitvity to irritants.
