Could be: It could be eczema, or a contact dermatitis, or insect bites, or a fungus infection ("ringworm"). A dermatologist will know.

Eczema: If the rash is farily symmetrical themost likely diagnosis is eczema or atopic dermattis. If there is a history of allergies, hay fever or asthma, then atopic dermatitis is most likely.
