Local reaction: You are likely having a local reaction to the irritation from the spicy food. Some people get a runny nose, you are likely getting swelling of your eustachian tubes linings that equalize the pressure between your middle ear and your throat. This leads to them feeling "plugged". A decongestant may help, avoid offending foods will help, and doing things to "pop your ears" like when you fly helps.

Not sure: But it might be due to vasodialation locally from the spices causing engorged blood vessels much the way we get a stuffy nose.
