No: Females usually stop growing 1-3 years after the start of puberty (first period). This is when your growth plates fuse and you stop growing taller. The cause of achy knees has to be caused by something else.

Probably not : Most girls stop growing around age fourteen. A few will continue to grow for a couple more years. To be growing at 21, would be very, very rare. The source of your aches and pains is likely unrelated to your previous growing pains. If they are severe or are interfering with your life, consult am orthopaedist.
