Probably: Excessive dryness can make sebum (skin oil) production worse, which can block pores and actually increase bacteria production ( which is what creates redness/inflammation).

Depends: If BP is doing a good job with acne but is too drying you may try lower concentration or skip every other day. Don't forget to moisturize with a non-comedogenic moisturizer as skin that is too dry will stimulate oil glands to "kick it up a notch" and will actually be counterproductive for acne control.
