Probably not: Canker sores are ulcers--small open wounds in the tissues of the mouth that forn when the surface layers of the tissue slough away leaving the sensitive deep tissue layers exposed. They generally are not "bumps", nor are they typically bloody. What you describe sounds more like a traumatic blister, or even a plugged salivary gland that has become slightly infected.
