Hematoma: Following major bleeding you can get blood in the subcutaneous space of your tissues, and this will form some bruising. Interestingly, this can get more noticeable several days after the injury. You can treat it with intermittent cold compresses.

Vein Laceration: What you are describing is a laceration of the arm and probable cutting of a vein. Initially the vein will bleed and then seal itself but over several days the blood that was released from the vein will come to the skin surface and give the appearance of a bruise or black and blue make. This will resolve over about 10 days.
