Let me explain: Most of testicle dose not hang perfectly symmetrical to each other’s. If you have one large testicle is bigger than the other for a reason. Varicose veins, hydrocele, tumors and infections.

Bubbling thing: My best guess when you say you have a "bubbling sort of thing" in your scrotum is that you have one or more dilated veins. These are called varicose veins or 'varicocle'. They are very common (about 10% of the population), usually do not cause pain but at times may ache with congestion. They can lead to venous congestion with a resulting increase in the bulk and weight on that side of scrotum.
