Den: cysts ?: generally white rounded lesions over the scrotum are sebaceous cysts, these are not soft like full of liquid but feel firm. sometime if one ruptures it will exude Whitt putty like material. If this is the case then it is a benign condition, harmless. If you are really concerned they can be removed .
