Yes: Blisters can definitely cause pain. They usually occur from overuse or friction rubbing. There area some excellent products and tips I recommend to help prevent and protect the areas of concern. Take care and enjoy the outdoors!

Inflammation....: The fact that you have a blister on your heel means that some amount of frictional pressure had to be applied to your heel. If the pressure was sufficient enough and applied long enough, then there could be some inflammation to underlying tissues including both tendon and bone. Examination of the area by a a specialist would best serve you.
