Depends: Did they actually see an embryo? If they saw an embryo over 5 mm long and there was no heart beat, then that is consistent with failed pregnancy. Otherwise, it just might be too early. Should get a followup.

Can be normal: Consider followup ultrasound if you have no other symptoms. You may be to early along to show a heartbeat.
