Zoster vs eczema : Clusters of blisters usually indicates herpes zoster. Eczema or allergic contact dermatitis can also present as blisters but not in clusters and u either have eczema or exposure to an allergen. Heat rash is more generalized and would affect wherever sunlight hit:thus includes your arms, face, etc.
