See below: There is no relation of tv watching to eye health - absolutely none. There never has been. It was all social engineering that parents would tell kids. You can get eye strain from concentrating on a screen for a long time but that's the same for computer screens. There is no minimum times to wash your eyes. Wash your face as needed. If something gets in the eye, obviously wash it out gently.

No eye wash watch tv: The eyes are able to maintain good health without the need for eye washes. Healthy eyes with frequent blinking are able to lubricate and cleanse without need for intervention. If there is eye discomfort that promotes the sensation of needing to wash the eyes, then an eye examination is recommended. Television viewing does not cause eye disease.
