Not usually: Depends which category of meds you're asking about. Commonly used antidepressant, anti-anxiety, and mood stabilizer meds don't have the effects you describe. Stimulants (used for adhd) might have these effects shortly after they're stopped. Antipsychotics, especially the older ones, sometimes have these effects while used, but not afterwards.
