Chimerism: Wrong term. However the two sides of the body are controlled by the brain asymmetrically. If that is the only asymmetry shown, it is not important.

Many things: Acquired poliosis of the eyelashes, whitening of the eyelashes can be a normal variant for your daughter's "coloring" or caused by a minor eyelid infection called blepharitis, and other conditions such as sarcoidosis (inflammation in the body that can affect the eyes), herpes zoster infectio, vitiligo (a condition that causes depigmentation of sections of skin) &genetic disease tuberous sclerosis.
