No: There are some families with venous disorders. I would worry about, other congenital vascular issues or arteriovenous abnormalities. I suggest that the individual see a vascular surgeon.

Not unknown: Although varicose veins are never normal, a 13 year old with varicose veins might not have any other venous malformation other than varicose veins. Getting it checked out by a vein specialist is something that should be done to confirm that no other venous abnormalities are present but there is a reasonably good chance that no other abnormalities will be found.
