Not necessarily: Not being able to bear weight on the knee result from a variety of issues. Some of these issues are minor and some are more serious. Even with more information, without the physical exam and possibly x-rays, it would be difficult to determine the cause of difficulty in bearing weight. Inability to bear weight is a symptom, not a diagnosis, and may result from any of a number of diagnoses.

Not necessarily: Multiple reasons. Intraarticular(in joint ) reasons might include articular damage(might be arthritis), can be meniscal tear, inflammation, ligament injury and different arthritides. Then there are extraarticular reasons. You don't say if there was trauma or injury.
