Yes: You can use saline in a nebulizer and it may help to loosen the mucus, but it should be saline that is designed for use in a nebulizer (sterile) and you should take precautions to be sure the nebulizer is cleaned properly.

Yes,but: I caution you about making a home solution.Some can make it too strong & cause nasal membrane swelling.Please be sure to clean all the surfaces that will contact the water.I have had some success using distilled water that comes from a dependable source instead of saline.The moisture nebulized into the airways helps break up mucous like a super vaporizer.
