18 month old toddler cellulitis of the eye, cleared up with augmentin (amoxicillin and clavulanate). still has problems in that eye. are there lasting effects. he still has problem?

Possibly: Sometimes the tear duct on the affected side will drain poorly for an extended period & the skin thickening may persist for a period after the germs are all killed. If you are not seeing a gradual improvement, a followup is certainly worthwhile.

See an eye doctor: Have your toddler see an ophthalmologist, preferably a pediatric ophthalmologist this week for a proper diagnosis; may be lacrimal system problem. Good luck.
