Angioma: You are describing a lesion that could be a spider angioma. Have your doctor look at it. A dermatologist can treat the center of the lesion with a spark and it can go away. There are a few other possibilities which is why you should see a dermatologist.

Facial veins: Veins do not pulsate unless they are sitting on an artery. The pulsation of the artery will make the vein appear to pulsate. Without a picture it is difficult to determine your problem. See a vein specialist for an evaluation.
