No: Itching is not the result of increased blood flow but rather of certain substances in the body such as histamines.

Maybe: There are many people that take Niacin supplements. They fairly uniformly will turn red and flush because of dilated blood vessels, and may comment that they feel tingly. The argument can be made from a flow dynamics standpoint that dilated blood vessels cause faster blood flow because they are opened up more and that this tingling in some people can be felt as being itching... Perspective/opinion.
