Can alternative medicine effectively treat diabetic retinopathy?

Nope!: You need good medical care, tight control of blood sugar, blood pressure and lipids -- plus frequent visits to a qualified (or even specialized) ophthalmologist. Don't ignore this problem or entrust your case to a non medical entity!

Not usually: Non proliferative diabetic retinopathy can often be reversed with normalization of blood glucose and lipid levels. If you have an alternative way of achieving this-- fine. Proliferative retinopathy--leakage, bleeding, fibro-glial scaffolding, retinal detachments, etc need medical/surgical intervention. Alternatives have no place here.
