After suffering heat exhaustion, is it normal to not be able to hold any liquids down for 4 or more hours afterwards?

Yes: That is why often people that suffer from heat exhaustion have to receive fluid through an iv. With dehydration your organs can partially shut down and fluids are not tolerated but in small amounts.
