Maybe: There are many tendons that course the ankle joint. Joints themselves don't go into spasm, the muscles do. If you sprained your ankle by rolling over it, you may have injured the peroneal tendons, and these could subsequently be in spasm. Because diagnosis often requires an MRI to evaluate, you should see a podiatrist or foot & ankle specialist.
