Unlikely : You don't mention his testosterone level but with an fsh that high, i assume it's low. Has he had a chromosome analysis for klinefelters syndrome ? If his testes are small, whatever the cause of his low t has probably been going on for a long time making it unlikely that he makes sperm. He should get a sperm count. See a fertility specialist.

Fertility workup: A semen analysis is in order. My colleague did well to consider Klinefelter's, and nowadays with assisted fertility, there's a fair chance he can become a dad.
