No: Cup sizes range widely for a reason--it takes all types (/sizes). She may have more early / rapid / full breast development than some of her friends / classmates, which can cause self-esteem concerns, but they do not continue to grow indefinitely. She may stop at b, or could go on to larger size. Only time will tell.
