No: Ostetoarthritis may have negative xrays particularly may have a xray that is negative in it's early stages. The changes may be subtle with the first sign being joint space narrowing. Often an xray particularly of the knee may show no signs of arthritis if the xray is taken when you are non-weight bearing (lyong down) and show significant narrowing if taken when you are standing on it.
