You can't: A fracture is seen on x-ray. Without an x-ray it is an educated guess.

You need an x-ray.: To find out if it is fractured or not, you will need to have it professionally evaluated. You will need x-rays taken to determine if it is broken or if it is just a bruise or sprain.

Turn toe with finger: Take your fingers and gently move your toe side to side. If painful it may be fractured.

Toe Broke?: It may be hard to tell the difference as some fracture are not painful and some contusions can be very tender. If the pain is not better in 2 week, i would recommend you seek care and an xray.
