See below: What you are desctibing is not a corn. It sounds like you have a blister. Wash it, apply antiseptic and pad the area to take pressure off ot it.

Have it evaluated.: Corns usually develop on the toes. If it looks red or if there is any drainage, have it evaluated by a proffesional to avoid any complications.
