Superficial vessels: The small, thin blood vessels that you see through the skin in the arms are called superficial blood vessels. The main symptom to be concerned about is if you have pain or weakness or swelling in the arms and this may be caused by a neck injury. The good news is the way the blood vessels look is not as important as how your arms feel.

Unlikely: What you are seeing under the skin are veins if the injury was severe and affected large veins in chest that could affect your arm veins.
