BCP : If you have never been sexually active and are less than 21 years of age, you don't need a pap prior to start bcp . On the other hand you need a pelvic exam in order to properly evaluate the bleeding, maybe a pelvic ultrasound.

Different doctor: While is it good to get a PAP before going on birth control, it is not essential at your age and could be done later. You may wish to see a different doctor. You may try Planned Parenthood clinic near you. You may also consider getting the kind of pill that reduces your menstrual bleeding to once a year.
